Publishing Ethics

The Editorial Board of the journal "Bulletin of the Volgograd State University of Architecture and Civil Engineering" adheres to the principles of publication ethics adopted by the international community and reflected, in particular, in the recommendations of the Committee on Ethics of Scientific Publications (Committee on Publication Ethics), and also follows the principles of publication ethics adopted by the Association of Scientific Editors and Publishers (Russia) (Declaration of the Association of Scientific Editors and publishers of "Ethical principles of scientific publications").

In order to avoid unfair practices in publishing activities (plagiarism, presentation of false information, etc.), in order to ensure the high quality of scientific publications, public recognition of the scientific results obtained by the author, each member of the editorial board (hereinafter referred to as the editor), the author, reviewer, publisher, as well as institutions involved in the publishing process, are required to comply with ethical standards, norms and rules and take all reasonable measures to prevent their violations.

Editor's Responsibilities

The editor in his activity undertakes:

  • constantly improve the magazine;
  • follow the principle of freedom of opinion;
  • strive to meet the needs of readers and authors of the journal;
  • exclude the influence of business interests or politics on the decision-making on the publication of materials;
  • to make decisions based on the principle of fairness and impartiality, to ensure transparency of editorial activity at all its stages;
  • do not disclose information about the submitted materials to anyone other than the relevant authors, reviewers, other editorial consultants and, if necessary, the publisher;
  • evaluate manuscripts solely on their scientific content, regardless of race, gender, sexual orientation, religious beliefs, ethnicity, citizenship and political views of the authors;
  • to make a decision on the publication of materials, guided by the following main criteria: compliance of the manuscript with the subject of the journal; relevance, novelty and scientific significance of the submitted article; clarity of presentation; reliability of results and completeness of conclusions. The quality of the research and its relevance are the basis for the decision on publication;
  • take all reasonable measures to ensure the high quality of published materials and protect the confidentiality of personal information. In case of detection of substantive, grammatical, stylistic and other errors, the editorial board undertakes to take all measures to eliminate them;
  • take into account the recommendations of reviewers when making a final decision on the publication of an article. The responsibility for the decision on publication lies entirely with the editorial board of the journal;
  • justify your decision in case of acceptance or rejection of the article;
  • to provide the author of the reviewed material with an opportunity to substantiate his research position;
  • when changing the composition of the editorial board, do not cancel the decisions of the previous composition on the publication of the material;
  • encourage discussions and provide an opportunity to present the point of view of opponents;
  • do not use information from unpublished materials in your own research.

Responsibilities of the author

The authors, when submitting materials to the journal "Bulletin of the Volgograd State University of Architecture and Civil Engineering", undertake:

  • submit only original works;
  • if there is textual or graphic information from the author's previously published research or from the work of another researcher, refer to the relevant publications or provide written permission to use these materials. The presence of borrowing without reference will be considered by the editorial board as plagiarism;
  • to provide only authentic facts and information in the manuscript; to provide sufficient information for verification and repetition of experiments by other researchers; not to use information obtained privately without open written permission; not to allow fabrication and falsification of data;
  • avoid duplication of publications (in the cover letter, the author must indicate that the work is being published for the first time). If individual elements of the manuscript were previously published, the author is obliged to refer to an earlier work and indicate the differences between the new work and the previous one. Submitting a manuscript to more than one journal at the same time is unethical;
  • comply with ethical standards by criticizing or commenting on third-party research;
  • adhere to the principles of bioethics in the study of animal objects;
  • immediately notify the editorial board or the publisher of the journal of the discovery of a significant error in the published work;
  • provide the editorial board or the publisher with proof of the correctness of the original article or correct significant errors if the editorial board or the publisher became aware of them from third parties;
  • specify all authors of the material.

The author has the right to appeal the decision of the editorial board on the rejection of the article or the need to correct the text at the direction of the reviewer. In the event of such a situation, the author should send a request with a statement of the problem and proof of his position to the editor-in-chief of the journal. The editor-in-chief, having read the claim, sends the article for additional review or informs the author about the validity of the reviewer's comments and the need to correct the article.

If there are proven signs of plagiarism or falsification of data, the article is rejected without the right to re-submit.

Responsibilities of the reviewer

The reviewer participating in the expert evaluation of the materials sent for publication in the journal "Bulletin of the Volgograd State University of Architecture and Civil Engineering" undertakes:

  • make objective and impartial decisions;
  • respect confidentiality. It is not allowed to discuss the work with other persons, except for persons authorized by the editor-in-chief to work with the author's manuscript;
  • do not use the information obtained during the review for personal gain;
  • inform the editor-in-chief and abandon the process of examination of the manuscript if, in the opinion of the reviewer, his qualifications are insufficient to review the material submitted for review or in the case when it is possible to violate the terms of consideration of the manuscript;
  • make decisions based on specific facts and provide evidence of their decision;
  • to draw the attention of the editor-in-chief to the substantial or partial similarity of the evaluated manuscript with any other work, as well as the facts of the absence of references to the provisions, conclusions or arguments previously published in other works of this or other authors.
  • assist the author in improving the quality of the article;
  • do not use the materials of an unpublished manuscript in your own research.

Conflict of interest

In order to avoid cases of violation of publication ethics, it is necessary to exclude the conflict of interests of all parties involved in the process of publishing the manuscript. A conflict of interest arises if the author, reviewer or member of the editorial board has financial, scientific or personal relationships that may affect their actions. Such relationships are called dual obligations, competing interests, or competing loyalties.

In order to prevent conflicts of interest and in accordance with the accepted ethical standards of the journal, each of the parties has the following responsibilities.

The editor is obliged to:

  • transfer the manuscript for consideration to another member of the editorial board if the originally appointed reviewer has a conflict of interest with the author of the submitted manuscript;
  • request information from all participants in the process of publishing the manuscript about the possibility of competing interests;
  • to make a decision on the publication of the information specified in the author's letter concerning the conflict of scientific and/or financial interests, if it is not confidential and may affect the evaluation of the published work by the reader or the scientific community;
  • ensure the publication of amendments if information about a conflict of interest was received after the publication of the article.

The author is obliged to:

  • list in the cover letter the known and potential sources of conflict of interest;
  • indicate your place of work and the source of funding for the study;
  • if there is no conflict of interest, clearly state it in the cover letter.

The reviewer is obliged to:

  • inform the editor-in-chief about the existence of a conflict of interests (dual obligations, competing interests) and refuse to examine the manuscript.

Violations

In the event of a situation involving a violation of publication ethics on the part of the author or reviewer, a mandatory investigation is required. This applies to both published and unpublished materials.

Complaints about violations of publication ethics may be related to incorrect borrowing of someone else's text and plagiarism (borrowing the content and conclusions without verbatim repetition of someone else's text), duplication of their own publications, indication of unreliable or falsified data in the text of the published work, incorrect indication of the contribution of the authors to the overall work and other violations.

Procedure for detecting violations

The party who discovered the violation must file a written complaint to the editorial board's e-mail or send it by mail to the address: 400074, Volgograd, Akademicheskaya str., 1., to the executive secretary of the editorial board of the journal "Vestnik VolGASU".

The complaint must clearly describe the alleged violation and provide information confirming this fact

When a complaint is received, the editor is obliged to document the claim and, after careful consideration, make a report indicating all the factual issues in the case.

Strict standards of confidentiality, fairness and impartiality will be maintained throughout the investigation and resolution processes of the application. All aspects of the investigation will be confidential.
